In order to show Actual Vs. Quota KPI Meter, first we need to add Sales, Quota KPI under Key Performance Indicators portlet on dashboard screen.
To add KPIs to the Key Performance Indicators portlet, click the Set Up link in the portlet, click the Add Standard KPIs button, then select each KPI from the box, click done, and click Save
